Growing place: Small balcony
Direction/Exposure: Northern direction, Permanent shade condition.
It is not a standard condition for pepper plants growth but not all peppers have the same needs.
In consideration that all plants do not have any problem with the actual winter temperature ( minimum temperature from 2 C up to 7 C), I will change only few chili pepper plants

The followings plants will remain:
- 2 Rocoto Arequipa Giant
- 2 Rocota Aji largo
- 4 annuum not identified with unusual needs and resistance to the cold

In addition I sowed (middle of December 2018) few seeds of Flexuosum and Rocoto Rio Huallaga

Autumn, winter and spring always without sun.
The sun .....only in the summer, from 7:00 up to 9:00 AM

Your plan's looks good, growing in shadow is possible. @Jurben 's saison ist on northside only complet without sun.
